AB 166 Explainer

AB 166 would establish a State Seal of Biliteracy to recognize Nevada high school students who have attained a high level of proficiency in one or more or more languages in addition to English.

In Favor:

This bill will award students who are proficient in one or more languages by placing a State Seal of the Biliteracy on their diplomas. It will allow for more opportunities for the students such as a notable mention on college application and future job opportunities.

What is it?

This will allow students who are proficient in more than one language to be recognized upon graduating high school with a State Seal of Biliteracy on their diploma. In order to receive this seal, students must complete all their English classes with a grade point average of a 2.0 or higher and demonstrate proficiency in a second language. They can show proficiency in a different language either by scoring a three or higher on a foreign language Advance Placement test, or they can complete at least four years of foreign language classes with a 3.0 GPA or higher.

The goal of this bill is to keep bilingual students in school. Many bilingual students drop out of school because they do not see the gains that come with receiving an education, so this bill would help these students stay motivated and see the value of being bilingual.

Impact/Cost:

 

 

 

According to the bill sponsor, there is no cost to implement this biliteracy seal program. The bill is drawing from existing resources such as AP and language teachers. A design draft of the seal has already been created

 

Activity:

This bill received a unanimous support when it was presented to the Assembly Committee on Education on Thursday, February 25, 2015. Students and state educators spoke in favor of the bill, saying it would create more opportunities for students in the workforce. This bill will encourage students to recognize the value in knowing a second language, and most importantly, prepare students with 21st century skills that will benefit them in a global society.
